effects of culvert installed wrong??riser put on outfall end vs inlet

    What are tech effects of riser installed at downstream end of culvert vs upstream? The WMD approved a mitigation bank that reversed the inlet/outlet at one structure. I think it results in lower flows.

    Know they do this sometimes in beaver rich areas, but this is cent Fl. This install was in error, not in plans, other 7 like structures are put in correctly but w/o slip collars for seepage corrections (another big issue). No diaframs either.

    Just want to know factors to discuss with WMD and FDOT the designers. thanx, john
