E should to be low for good concrete in order to make it withstand the elasticity.And also the important point is that it should not be very low it should be an intermediate value ,but as low as possible

The elastisitymodulus or E-modulus is a property of a material (like concrete or steel) whichs tells how much tension is needed to make it a little bit longer or shorter (when you pull at 2 ends of a steal beam it’ll be a bit longer then when you press it together). Steel (about 210.000 N/mm2) is stiffer than conrete (25.000 to 35.000 (max 45.000) N/mm2). For example, rubber has a really low E-module (you can bend it significally by hand). A good, normal concrete mixture has an E-modulus of 25.000-30.000 N/mm2. Please note that the higher the E-module, the higher peak stresses will become! Which means that the higher the E-module in concrete, the sooner cracks will appear! If you get a really weak E-module, it’ll bend more (perhaps more than you’d like to). If you combine steel and concrete in a construction, then note that the higher the E-module of the concrete, the higher the overall stress the concrete will endure and the lower the stress in the steel will be.
